India towards Retaining, securing, harnessing talent

India is the golden bird not in sense of gold or gems it had but the talented people it possesses. Do u know most of NASA employees are indians, some of worlds giant MNCs executive/director is an Indian take rajat Gupta MD of Goldman Sachs, rahuram rajan is the visiting faculty of harward and Stanford college worlds most esteem institutes of education, Mr. subharao  was the advisor of world bank, amritya sen won noble prize for his contribution in economics.
India has lots of knowledgeable people and there are lot more examples which factually prove this point. In a recent interview Obama has said Indian and Chinese have out - educated Americans, even the world recognizes the potential of Indians.

Now the question that instantly arises in our mind is if our country has such paramounting talent then why are we not a stable economy? Onion rates go haywire, rupee goes for roller coaster ride. why is the country run by criminals and illiterates when we have highly qualified people who r more deserving? Why India spends so low on research and development? Why are we not able to innovate new horrizons ? Why do India work as an back end office of US ? And why are we still THIRD world ????

Government of India realizes the importance of human resource, India's 11th 5 yr plan focuses on development of human resource in the country. But still if we see India is not able to provide better future prospective to the talented mob due to which these people opt for careers in foreign nations to secure their future.
It is noticed that most of the bright talent of India seek jobs in foreign territory to get better recognition of their work and handsome pay. Take it raghuram rajan, amritya sen or c v Raman all of them abroad to work as there is lack infrastructure
